The NOVALOG project has been an opportunity to evaluate the European knowledge on logistics. NOVALOG results give a detailed panorama in terms if employment and training in logistics, as well as an analysis of the associated issues of mobility and needs in terms of competencies and qualifications.
Presentation of the project results exist
in 3 different formats:
a brochure, for a quick and synthetic view,
a CD ROM, for a more dynamic and deep presentation,
a set of reports that present in a paper format the more pertinent results.
Objectives
The NOVALOG project combines several goals:

  • connect national and European initiatives,
  • encourage the emergence of a
    common representation,
  • valorise and provide innovative practices,
  • participate in the development of training courses,
  • provide members of the road sector committee represented in the project.
  Logistics
Logistics involves managing flows from the supplier to the user, and the consumer, based on forecast
or defined requirements

  • physical flows of materials and goods,
  • information flows,
  • related administrative flows,

in view of the expected effectiveness and quality of services.
Logistics jobs
In order to identify and know about the situation of logistics in Europe, the jobs have been:

  • classified in a nomenclature useful for
    all actors involved in employment and training
  • quantified and analysed to be tranferred
    in a national report format
  • located through a European mapping of jobs in Europe
  • object for a bibliographical research,
    available in reference documents.
NOVALOG nomenclature
NOVALOG nomenclature is a selection of logistics pertinent jobs related to the four main families of activities identified: formulating and implementing logistical strategy, purchasing/materials management, production planning and control and warehousing.
National Situations
Country reports present an inventory of policies and systems of recognition of logistics jobs in each country, in relation with offer and demand of jobs and with attention to the evolution of the companies' needs. Moreover, for each country, a statistical overview is given of the employment situation in jobs in logistics.
A Mapping for Logistics Jobs
The link between the logistics jobs titles of the Novalog nomenclature and the titles as observed in different countries allows to map the logistics jobs in Europe. The jobs hereby identified are presented in their national language. This mapping could be used to know better the national and European situations.
Reference documents
A review of Reference documents to identify quickly the information sources on logistics jobs and trainings in Europe.
National policies and common trends
Comparative analysis of the statistical sources, titles and descriptions of the logistics jobs but also the most european approaches and initiatives.

For each country, are identified:
  • Sources of statistics with particular attention
    to information from national statistics institutes.
  • Logistics job titles and descriptions collected
    on the basis of the Novalog nomenclature,
    organising them by purpose:
    sector-based - social - information-guidance - recruitment primarily - training-teaching.
Framework of competencies
For 6 selected jobs, two common frameworks of competencies have been developed: one for the warehouse function and the other for the assistance function. As an empirical result of interviews in companies, the matrix is useful for:
  • logistics jobs applicants, to understand
    each job' requirements
  • companies, to confront visions and practices
    with other European countries
  • research and universities' actors, to know about
    recent trends in the issues of logistics employment
  • training organisations, to complete the available data.
Methodology and objectives
The framework of competencies allows to describe logistics related jobs in terms of activities and competencies required and constitutes an important source of information on employment and training issue.

As a result, the main methodological guidelines of the framework of competencies are described.
The first one concentrates on the methodological elements chosen to build up the framework of competencies.
Common Frameworks of Competencies
Among the jobs included in the nomenclature, both functions of assistance and warehousing have been selected for their ability to reflect the situation of a large number of jobs within European countries.
For these two functions, the six jobs of forklift driver, order picker, warehouse operator, logistics analyst, logistics engineer and logistics controller are described.
The common frameworks of competencies define the activities performed, as well as the required competencies to perform it.
Logistics training database
The training database is an overall view of programmes available in Europe concerning logistics. One should note that the programmes carried out within different
national contexts.
It is aimed at young people interested in entering logistics, employees wishing to upgrade their skills and/or boost their career. It would also be a good use for training professionals and practitioners
wherever they work.
As a consequence, the target group is large and the tool developed can serve both individuals,
institutions and companies.
Guide of innovation
This guide on innovation contains a number of case descriptions about new developments in
training and employment.
The cases refer to initiatives and developments at company, sectoral and national level.
These cases can be used by any actors involved in training and employment matters at European as well as national and company levels.
They can provide inspiration on how to develop new initiatives, but also present problems related to these types of initiatives and ways to cope
with these problems.
One Guide for various Innovations
By "innovations", NOVALOG partners mean innovative initiatives that have been designed, developed and implemented by companies, training organisations, universities, institutions. These concern the whole employees in logistics, with a specific attention to the selected three operators jobs and three assistance related jobs.
Innovative cases (by country)
"Innovating cases" consist of a series of training programmes, strategies, good practices and policies which aim to improve working conditions and the training of logistics employees, in three operating jobs (forklift driver, warehouse operative, pickers & packers) and in three management jobs (logistics assistance function: logistics analyst, logistics engineer, logistics controller).
Perspectives from the guide
Logistics is a very dynamic field which is also reflected in continuous changes that take place in training activities and employment structures. This innovation guide collects experiences in these fields enabling lessons to be learnt or further developments to be encouraged.
